The search began Sunday for the four boaters after authorities received a 911 call from a child on their boat, said Power County, Idaho, Sheriff Jim Jeffries. The four men were "horsing around," he said. One man was standing up in the front of the boat and another man pushed him into the water as a joke, not realizing he could not swim, he said.
"There were enough vests for all four adult men to have them on. However, they did not have them on," Morgan said.
The men were boating on the waterway Sunday along with five children under the age of nine.
What a horrible way for the children to see.

All the children were wearing life jackets. There were enough jackets on the boat for the adults, but none were wearing them, Jeffries said.
The boat also had a square flotation device that could have been deployed but wasn't, he said.
Jeffries said the investigation is still ongoing but at this point officials believe one of the men jokingly pushed another into the water. When that person began struggling, one of the other men jumped into the water to try to save him but he also started struggling.
The scenario repeated itself as the third and fourth men also tried to save the others.
The first three men did not have life vests on and the fourth man jumped in with a life vest in his hand.
Jeffries said alcohol was on board the boat, but it’s not known if it was a factor in the accident.
“Panic seems to be the overriding factor,” he said.
"Happiness and depression are both feelings, just like joy and anger. It's not feelings that give us problems. It's what we do with them that makes the difference."
