When/where are the winners for these promotional giveaways posted?

The official rules state:

If a Potential Prize Winner is found to be ineligible, declines to accept a prize, or Sponsor is unable to contact a Potential Prize Winner within a reasonable period, or in the event that a prize confirmation or prize is returned undeliverable or if Potential Prize Winner fails to execute or return the Affidavit within 10 days of issuance, the prize will be forfeited and Sponsor reserves the right to, at Sponsor’s sole discretion, award unclaimed prizes to alternate contestants or to not award the unclaimed prizes at all.

So when does the drawing for each prize take place? The next day? At the end of the promotional giveaway period? How do we know that someone actually won each prize?

I've used 1and1 for roughly 7 years now, they're reliable and really large as a hosting company (good and bad). No complaints so far, it gets the job done. They generate tickets automatically through emails so support is really simple and accessible which is nice.

I've used (and am still using) 5 different other hosts and 1and1 is my on top 2 for the most reliable.

They use their own customized cpanel, not the general open source one most php/mysql/linux hosts use, just a heads up.
