from my experience with chippers, the electric units just dont have the power needed to cut though 1/2 inch or thicker tree limbs. you are better off renting a gas powered unit.
pile the shit up next to the property line and let the neighbors look at it for a while. eventually they will saying something. thats when you ask them if theyd like to go in on half of renting a gas powered chipper.
