If this was PCIe and SATA 2 I would jump on it in a second.
Unfortunately it's too easy to saturate the PCI bus (even at SATA 1.5) and the card has a spotty record detecting optical drives (according to the reviews on NewEgg) so there's not much point to this thing unless you either don't know what you're doing or your needs fall into a very specific niche.
I do keep a few PCI SATA cards with different chipsets lying around and have found them to be very useful when running hard drive manufacturer diagnostic software because this software can be picky about what chipsets it supports. So for that kind of occasional, single-drive, performance-non-critical usage I would endorse this card. However I would not buy this thing if your intention is to put in a home file server and cram in an additional three or four SATA hard drives.
