No, the GTS 450 is much slower than the GTX 460. The 460 SE is around 60% better.

GTS 450 has 192 processor cores compared to the GTX 460 SE's 288.
GTS 450 has a 128-bit memory bus width compaers to GTX SE's 256-bit.
They are both GDDR5 so it's a draw there.

Those are more significant for performance than core/shader/mem clocks speeds. The memory bus width, # of processor cores, and memory type (gddr2 vs gddr3, vs gddr5) are he most significant. The difference between 128-bit and 256-bit is around 50%. Same with the memory type (each is about 50% faster than its predecessor), and processor cores is almost a direct relationship in regards to performance.
