Obviously depends on your budget, but we always stay at the Strathcona. It is inexpensive compared to many of the hotels. It is older, but a good value. There are a few bars on the lower level of the hotel, including our favorite, the Sticky Wicket. The Strathcona has fun stuff to do on the roof. Lol. It is within walking distance of the harbor and you don't really need a car there. We always eat at Rebar, which is mostly vegetarian. Great food. From the Strathcona you can walk all around the harbor area and there are plenty of bars and shops. There is a Saturday (I think) market oftentimes that is fun to roam through. It is set up on the street not far from Rebar. There are the gardens to visit, but we've never done that. We always stroll along the Harbor in the evening when the Parliament building is outlined in lights. Have fun! Great place to visit! There are a lot of options!

Went there years ago, paid the price but said I wasn't sure I was going to jump, ended up going twice it was so amazing.
