No any store likes serious couponers because we cost them money in many ways. Even if all coupons are good it takes time and extra costs to redeem MQ, in a mean time they have to pay their own bills with cash, not promissory notes from accounts receivables (cash flow problems). CVS's own Q, something like $10/$50, suppose to be (by their assumptions) used on items people need despite of the current advertized sale, yield approx. $30 cash (after all discounts), NOT as we do it, when the store ending up paying us.
Do you think why all stores are instructed wait for the card to start the order? Because they know about that loophole in % coupons programming.

A little while ago it was an article about MQ and manufacturers "concern" about falling redemption. They more concern about spiking redemption, because they calculate their redemption funds based on certain historical rates, never 100% of prints. When they receive more requests for redemption then planned, they start to deny payouts based on "gang cuts", excessive usage, and other nonsense.

They may plain and simple refuse to scan your most perfect coupons because (pick one or all)
your total is too low already,
you use too many coupons, she doesn't think it's right
the picture on your coupon is not the same as item you bought, even if it says "any"
she thinks you copy your printables,
etc. etc. etc.
Or just delete your already scanned in coupon because she doesn't think it's allowed.

As you said terrible cashiers exist everywhere, CVS included. May be CVS people are given more leeway then others, but if she decided she is right and you are not - forget it.

As was noted below, it was not % off coupons, but 4/20 sold on e bay.

Coupons not coming from the authorized source = fraudulent.

Mariika is right about one thing. When the coupon redemption rate is higher than expected, it becomes a big problem for everybody. That's it, I'm done with this conversation. How's the batmobile? I'm still cracking up over bat soap...
