Unfortunately, Page Plus does not do unlimited data.
Cheapest for "unlimited" internet would probably be Virgin at $35/month, though it would probably be considered acceptable rather than being best. Go to $45/month, and we are talking Straight Talk's loophole of switching the sim from their $200 Nokia's. At $50, there is T-Mobile and Simple Mobile at mostly 2g. Boost also has Shrinkage that starts at $50. When you reach $60, it is H2o. At $70 there is T-Mobile again, but this time it is mostly 4g. Finally depending on your area, there might be a MetroPCS or Cricket.
At&t and Verizon now have $50 prepaid monthly plans, but no smartphones are allowed.
I agree with the above post, 'virgin mobile.' Their plans start at $35.00 for everything, and 300 minutes a month. You can go up to 1000 minutes but that plan is $45.00 a month with everything.
Your best bet for a android phone is either bestbuy or radio shack or amazon. Radio Shack and Best Buy, and Target usually will have a sale on their android phones.
Service is the key here!!!! I would check to see if virgin mobile will get a signal in your area first. If so great plans.
