I had a club fitter once tell me that he could give me 40 different flex variations in steel shaft and that the only club you play with graphite should be a driver.
So I wouldn't let that stop anyone from purchasing.
The driver is technically a 1WD so why would a 3WD be something other than graphite? You might be able to make an argument for a hybrid to be steel shaft but the advantage of weight and being less iron-like goes away. There's a reason why pros leave the steel shafts to the irons and wedges.
