Is this the most complete retail edition available?

If I want to pay money for a game then I expect a full retail box with a physical manual and map.

this was $6.80 during the Steam Summer Sale. will probably be cheaper during the Christmas Sale.

Most complete retail version? Depends on what you mean by "complete" and "retail".

This includes vanilla Oblivion, Knights of the Nine, and Shivering Isles, none of the other addons/DLC (Fighter's Stronghold, Mehrunes Razor, etc.), same as the GOTY for other platforms. Steam does list the regular GOTY as well as GOTY Deluxe [steampowered.com] which includes all the official DLC, but neither is on sale right now.

Being digital download (9(?) GB), this does not come with physical map, manual, disc, box/case, which is about everything else that comes in the GOTY retail box. This version probably comes with digital versions of the manual and map though.

A 5th anniversary version of Oblivion is available which includes the GOTY retail box contents but replaces the box/case with a steelcase embossed w/ Daedric symbol or something and includes the special features video DVD (and room in the case to hold the discs), and adds a $10 rebate coupon for Skyrim if Skyrim is purchased from an official reseller for $59.99. Still no additional smaller DLC like Mehrunes Razor though.
