Thank you for your interest in the HP Developer Device Purchase Program. You’ve been qualified to participate in the program and your Access Codes and ordering instructions are listed below. Before placing your orders, please note the following information about the program:
This program is for U.S. and Canadian developers.
You will need a valid credit card to place an order. Your card will be charged when your device ships.
Each coupon code listed below is valid until November 27, 2011 or while supplies last, is non-transferable and good for one TouchPad device. Each code will be marked as invalid once used.
All sales are final. No returns, refunds or exchanges will be made.

Once on the Developer Device Program portal, you will be prompted to complete the following steps:
If you haven’t previously registered on the Developer Device Program site, you will need to “create an account”. If you have previously created an account on this site, you can log-in and move forward to step #3.
Once you’ve created an account, an email will be sent to you asking you to validate your registration. Click on the link in the email to validate your registration. This will take you back to the Developer Device Program portal.
Log into the portal, using the user name and password you created during the account creation process. (Please note, you can use this user name and password on future visits to the portal)
You will now be prompted for an Access Code. You are entitled to purchase 2 devices so 2 Access Codes are listed below. Each Access Code is good for the purchase of 1 device so separate orders will need to be placed for each desired device:

Discount is available to HP webOS developers only. Each coupon code is valid for the purchase of one device and there is a limit of two coupons per developer. Coupon codes are valid through November 27th, 2011 or while supplies last, are non-transferable, and must be provided and redeemed at time of order. Requests must be received by November 18th, 2011.Offer is good while supplies last. Coupon codes are not valid anywhere but the HP online store, and may not be used for any products intended for resale or OEM activity as defined by HP, on employee purchase programs, retroactively on previously purchased items, or for cash redemption. Subject to program and pricing changes without notice. HP reserves the right to qualify purchasers as developers. HP employees are not eligible to participate.
It is my understanding that HP needs more than a Tax ID to get a Touchpad. A developer may contact you wanting to know your idea. Granted this information is almost 2 months old, but when I tried to get in on this right at the TP firesale started my friend at HP said someone would call me to verify my developer status/ideas. - ParticleJG
You must provide a Tax ID to HP to join.
If you don't have a Tax ID and are not part of a business, you can declare your own business - providing your social security number and declaring yourself as a sole-proprietorship.
You must also provide your PayPal account information for future payment of any fees you incur during your developer membership. Right now, the membership fee is waived.
Annual Program Fee. HP may require Developer to pay an annual fee (the “Program Fee”) to join the Program and distribute Applications in the United States. Participation in the Program may be renewed on an annual basis with payment of the then-current Program Fee. Once each annual Program Fee is paid, and for so long as Developer maintains a current Payment Account in good standing, Developer shall be entitled to participate in the Program and submit Applications to the App Catalog for distribution in the United States. HP may allow distribution in additional Territories free of any additional charge once the Program Fee is paid. HP reserves the right to change, discontinue or alter the Program Fee. HP reserves the right to waive or discount any such fees from time to time in its sole discretion. HP shall charge applicable taxes, as determined by HP, on Program Fees and Developer will pay such taxes.
HP uses PayPal to broker financial transactions between you and HP. HP will deposit money you earn from app sales into your PayPal account. You will use your PayPal account to pay HP for things like PayPal Account update fees and annual developer membership fees (free for a limited time).
Price per year:
If you wish to distribute applications, you need to become a full member of the HP webOS Developer Program. This level includes Community Membership and lasts for one year. When you sign up for the Developer Program, there is a special option for open source developers which gives you the full benefits of the Developer Program and avoids the annual fees (though this is currently waived).

not sure what's going on with hp. it seems to be making an effort to continue webos and at the same time states there's NOT gonna be a TouchPad 2. so what's up?
