This deal is emphasized because keys are purchase DIRECTLY from an authorized/official distributor of EA or Activision--it's not a thread to start chiming in about third-party sites that resell those keys. People are already paranoid as it is about whether this deal will cause them future problems or be a mass case of fraud. Found this, easy and simple, worked for me for MW3 on steam

How to activate Modern warfare 3 Russian Steam Key:
First, you will need to activate the game..
Easiest Method:

Open http://usaip.eu/en/USAIP.pbk
When asked to 'open' or 'save' the file, choose 'open'
select 'Ukraine' from the list use the login information:
Username: demo
Password: demo
Press connect
Log into steam and activate the key that you received
Activation done!
To download the game in english, right click modern warfare 3 in your game list and select language 'english'.
Your game will now download and install in english.
Once activated, you can download and play from any region.
Only the activation process must take place using a VPN.
Once activated you can download and play the game from any region.
Steam will allow you to download the MW3 game in either English or Russian language.
If you wish to play MW3 in english with a russian key you will NOT need any third party language pack fix, as steam will automatically download the English files for you. Simply select English, download, and play!
