Click the Russian flag (white, blue, red in three horizontal rows) and look through the RU authorized retailers. 1C's website (and digital store) should be buried somewhere in there.
Now, whether or not EA Origin will lock out your American account for having a foreign key -- no idea, yet. Their service is too new to be sure of anything. However, Steam has done this this for some foreign keys, usually depending on the publisher's wishes. Personally, I know more than a handful of friends (both online and offline) who have Russian keys for MW2 and Black Ops and are still active today. Though many of them purchased a foreign key(s) with the expectation of an eventual ban, but they never got one.
Side note (for people considering Steam+MW3): for those who got burned in the foreign keys for Orange Box ordeal, those affected had the option of removing the offending key from their Steam account so they could access their other games again. So while they lost their Orange Box money, they didn't lose their account unless they didn't bother to go through the tech support process. In the case of game laundering (where someone uses a fraudulent Steam account to buy gifted games using stolen financial information, common in group-buy game deal threads and eBay), gifted games are simply revoked from the Steam account without the user having to do anything (thus leaving you access to your legitimately purchased games). Both of these stories are anecdotal or people I actually know (rather than friend of a friend, etc), but y'all can take it with a grain of salt.
With that said, I'm going to use a virtual CC and be a guinea pig for the Origin+BF3--I sure hope that my only problem is the Russian text/menus/etc.
I have been using urlhasbeenblocked.com to purchase all my pc games, it's the same deal with russian keys. The keys are cheap, activation is easy, and the game plays no different than purchasing direct from steam/origin. Unless the keys are determined to be fraudulent, you account can't be deactivated.... it's not different than buying a game at a retail store while taking a trip overseas. I have been doing this for a while and never once have I ran into an issue regarding payment, delivery, activation, ANYTHING. Feel free to pay 2x as much for the same thing, or put in an extra 3 minutes of time and save some money.

I would take a chance on this if I wasnt already so commited to skyrim.... which i did pay full price from Amazon.(sorta wished I had just gotten the digital download version) But I like supporting Bethesda.. afterall they brought fallout back to the masses and married me to .... skyrim..
