thats because the one shipped with the 890/pro/1000 and avl300 are RF and only rely on IR for the 'last mile' (as you describe).

seconded, i own 3 and they are the best value you can get. you can pair multiple RF units and it can also control z-wave lights too.

It will only 'extend' the IR signal to your PC. you would need something like the XERC2 or XIR IR power-on circuits, originally designed for xbox, but would work fine in a PC.

Alternatively, you could configure sleep/suspend settings to listen for USB activity if your PC supports that feature and leaves its USB ports activated.
The XERC2 or XIR feeds off your PSU standby power and does not rely on usb signalling.
