DSarms has there DSA ZM4 A3 Upper Receiver With 16" Barrel ** PARKED ** M4 feed ramp.

This is a 1/9 twist and Mil spec. - NATO 5.56 /.223

It is complete but DOES NOT come with the Bolt or Carrier group or charging handle..

For about another $100 you can include them or use the one you have ..

This is $240 plus Shipping...

Any MilSpec one will work.. Most run about $100
They have them listed on there site and Palmetto State Armory has some..

just look around and you will find alot listed on the net.

These can be shipped directly to you ( No FFL required )

a BCG (bolt carrier group)and a complete lower receiver. You can get this shipped to your home, but the lower needs to go through an FFL as that is what's considered the "firearm". Do some more research on assembling an AR from parts or you might look into getting a used AR as your first like I did. This is an OK deal but not slick enough to warrant pulling the trigger

OP, your title is misleading because this is NOT a complete upper.

In the end you're spending about the same for a complete upper...don't forget you also need a rear sight in addition to the BCG, bolt and charge handle.

Well for the California guys, this would be a good opportunity to piece up a cheap .22 build. I'd recommend this:

Then you'd just need the charging handle, rear sight, lower, parts kit, and a stock. Wouldn't even need the Bullet Button with the .22 conversion. Maybe a few more mags! Could always convert it back to a .223 later on if you like with a standard bolt carrier group and mags (and BB if in Cali).

Not a slick deal, but not terrible if you're looking to get into a cheap AR build right now.

Great deal but agree that your title is misleading. Best bolt carrier group and charging handle IMO is Bravo Co.
