the monitor you have meets Energy Star standards so check the settings on the monitor and if it doesn't go into sleep while the PC is off, the monitor is defective. Get a exchange/replacement or RMA the monitor.
My desktop PC is Windows Vista. Whenever I turn the computer off or into sleep mode, the monitor just stays on, wasting energy. How do I set the monitor to automatically go to sleep mode?
Is there a setting on the monitor (Acer P215H) or in Vista to do this? What should I look for? Thanks.
When you say the monitor 'stays on' do you mean the backlight stays on and the power indicator lights do not change to indicate 'sleep' mode? You do not have anything odd in-between your desktop and monitor, correct? (like a video splitter or active extender, as they might not pass through an S1/S3 signal...)
One suggestion I might have would be to get one of the 'smart' power strips. You plug your desktop into the 'master' port and all accessories you want to turn off into one of the 'slave' ports. When the power usage drops below a certain threshold on the master, it turns off all the slave ports. It might not work for suspend/standby but would work for hibernate/power off.

Follow the install instructions - it's just one small file that you configure with the shortcut properties.
In the "properties", include the words monoff hibernate ( or monoff standby ) after the executable. When you click on the shortcut icon the utility will shut off your monitor and place your system in hibernation or standby mode.
The utility does other neat stuff, but that should solve your problem.
