Can't Vote & Can't Rep

Every time I go to vote it says "same vote?" Then I try to delete the vote and start over - and it says that I have voted with a golden thumb but the vote is not recorded (both in my voting history and on the comment).

Also, I can't rep (and I know that my rep won't count for anything at this point except a little grey box that people can see). When I click on the rep number this box pops up:
"Mfittsj, you do not have permission to access this page. This could be due to one of several reasons:
- Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
- If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation."

I have tried 3 different browsers, logging in/out, restarting my browser, and rebooting my computer- all to no avail.

Please help!!!!

I can't rep either. My best guess is that you can't rep till you reach a certain number of posts or reps yourself.

Yep! You're right, cause I have ten posts now and I was just able to rep you! Yay!
