Just in case a first time builder comes on thinking this a great deal..
First you don't know anything about the parts or specs, you don't even know what ammo it shoots but I'd guess 5.56 or 223.
Second, you will need tools to put this together so add on money for punches, wrenches, etc..

I'd say don't bother buying the DVD guide, $32 is a rip off when you can find everything online. Check Brownells for how-to videos.

After building a few of these rifles I'd recommend for a first timer to just buy a rifle complete from a local gun shop or possibly online. I've seen them in the 500-600 range plenty of times and parts can't be any worse than this deal. And realistically after you buy the kit, tools, lower you're looking in the 5-600 range anyway.

They will put this on sale every 3-6 months for a little over $500. Great AR for a great price if you can get one whenever it is in stock and on sale.

Parts are new or like new
not knowing what the used parts are scares me

also, It would not be legal to assemble this into a rifle in NY unless you put it on a preban lower.

Here is a link from someone who actually built one and here is his quote:

"I bought this kit 6-ish months ago and it has been a spectacular rifle for the money and a fun project. Including BB+FFL fees, I built it for less than $550. It has been the subject of my no-lube testing shown here"

Is this a complete parts kit? Is it everything one would need to assemble it into a working AR15 rifle?

Correct, you would have to make modifications to it first. (Remove bayonet lug, remove flash hider and replace it with a pinned and welded flash suppressor, and convert the collapsible stock into a fixed stock).

Luke warm? Cuz a lower will cost somewhere around $75 - $100. Gotta get new mags, they're not included.

NO
you need the lower part i.e. the parts that house the trigger.

AND the point of this isnt the cheapness or buying it for the same price complete, it is to circumvent the must ship to FFL thing.

As some people have stated earlier, you would need some specialized tools to put this together.

At the very least:

AR-15 Armorer's Wrench
AR-15 Upper Vice Block
Headspace gauges for 5.56 (If you're concerned the barrel extension and barrel were not properly fitted)

I'd be concerned about the bolt carrier after reading "Kit supplied with GI bolt carrier modified to semi." I'm not sure what machining / modifying a BC after it has been heat treated / shotpeened does to its integrity.

And you'd need the lower, which has to be transferred through a FFL (~$100).

Yes, just get a lower receiver, a mag, and you're set.

This is awfully close to PSA price... I'd just get one from palmetto.
