Their plans are cheaper for TVs more than $700 when compared to warranty purchases directly through ST with a 30% off code.

Example: For a TV with a one-warranty, you will effectively have a two-year warranty if the TV is bought at Costco(A manufacturer's one-year warranty and a one-year Costco Concierge Service Warranty that will kick in when the manufacturer's warranty expires);

After these two one-year warranties expire, the ST warranty will be in effect. A 3-year ST extended warranty purchased at Costco is equal to a regular 5-year ST warrantty(The cost of my Costco ST warranty for a sub-$500 TV was only $30, much cheaper than any regular ST warranty with any discount!)

An additional benefit for buying any TV at Costco, even without any extended warranty: Costco will help with any technical Q's and help facilitate a repair at any time. Of course, if there is no warranty in effect, repair costs are paid by you.
Summary: I doubt any retailer has the warranty or customer service that Costco provides. Let me know if you find one!

For laptops over $800, you should consider checking out St warranties through amazon

They are already discounted and the price points are divided differently i.e. 700-800 as opposed to the ST website who only offers a plan for 700-999. you will be able to get a more tailored price for your laptop.

AMEX, Some VISA, some Discover Card, & Some Master Card plans offer a FREE doubling of the manufacturer's warranty up to 1 Additional year.
So if an item has a 90 day warranty many cards will double that to 180days.
A 1 year warranty becomes ~ 2 Years with the CC company.
Not all processes are easy or painless. MUST keep your receipt or pre-submit it to CC company for them to keep on file in case of a problem AMEX is considered the easiest and best to deal with. Certain Discover Card's added this service formally in 2012.

Many VISA's also offer an extended warranty plan for purchase of some Electronics like TVs, Laptops...) (NOT ALL VISA's offer this so you need to call and ask if they do)
Depending on the cost of the item (TVs 3 or 5 year plans, Laptops 4 year plans) determines what the cost of the warranty will be. Some of the tiers around $1000 TVS drop to 9% so it can be quite competitive or better in some cases than S.T.

Can I repurchase my warranty if a larger discount amount comes up?

As of now, ST will only allow a warranty to be purchased 30 Days from the date of purchase - the option for 90 days since purchase has been drastically shortened.

IF another SquareTrade promotion comes along that gives a greater discount then the 30%, you should be able to cancel the 30% code plan and repurchase the warranty with the greater discount IF AND ONLY IF it is still within the first month of the items purchase date.
DO NOT cancel your warranty to try to repurchase with a greater discount if 30 days have passed since you purchased your item or you might end up with no viable means of purchasing a warranty for your item again.
