"RIM’s VP of developer relations Alec Saunders has offered up free PlayBook tablets to Android developers today in exchange for their apps. All they’ve got to do is make sure they’re signed up and have submitted their Android app to BlackBerry’s BB AppWorld by the 13th of February. If your humble narrator didn’t know any better, it would seem that RIM is desperate not only to get rid of their remaining stock of the PlayBook BlackBerry tablet, but to get Android users interested in working with them, no matter the cost."

Excerpt from the Terms & Conditions

4. Application Criteria

4.1 Applications must provide a functionality that is considered useful to the end user, as determined by Sponsor, in its sole and absolute discretion. Applications must comply with the Guidelines and these Terms and Conditions. However, the following categories of applications are specifically excluded from eligibility for the Offer:

(a) Web launchers or shortcuts;

(b) Web browsers; and

(c) Applications that provide a simple, single function, such as playing noise or displaying a graphic.

(collectively, an “Excluded Application”).

4.2 For the purposes of the Offer, if the Sponsor feels that the number of Applications in any given category appears to be excessive, the Sponsor, in its sole and absolute discretion, reserves the right to refuse to consider any further Applications submitted in that category.

In section 3: Application must be "an application that the Sponsor believes, in its sole and absolute discretion, will be in reasonable demand on the BlackBerry App World storefront"

Note on opening a vendor account: After you sign up, BlackBerry will email you requesting additional documentation. Individuals can submit a copy of their driver's license, or a specially notarized form. Companies need to submit a scanned PDF of documentation of incorporation or business license, or something along those lines. Documentation can be submitted via email or fax. The BB email claims that the account approval process after this point will take 24-48 hrs.
