Proof? The point is, he was board certified by the board you think is the only board that matters. He then allowed that to lapse. He and others created a new standard. The reality is that neither board matters legally and they are both private entities. One assures a certain level of qualification of old members, and a certain higher level for young members. One assures the same level of qualification for all members. I'm not sure how much more or less stringent Paul's organization is for recertifying, you assume it is easier, but that isn't obvious to me. But they can and do certify and recertify opthamologists.

Sometimes new standards take fire, and sometimes they do not.

Which of the following lifeguards are truly certified?
Red Cross
Ellis and Associates
StarGuard
YMCA
Boy Scouts
City of LA
National Aquatic Safety

Or is only one acceptable and according to whom?
