yes, you can use Fast Lane in PA. no problems, however, if there's any discounts given for PA Tpke with a PA based EZ Pass, you'd NOT get the discounts. So you have to determine if the lack of maintainence fee is worth more than any potential toll savings. been always $0/month or year with the Mass FastPass... been using it for a while...
but as other people say above, you may not qualify for discounts that your state EZPass might give you Desktop:

I live in MD, but got the EZPass from DE to avoid paying monthly fee.

Use Virginia's EZ-Pass if you're in PA
I live in PA and previously had the MD EZ-Pass. When they started charging the fee, I returned the 4 transponders to them and signed up with VA version. No fee and no deposit for the transponders if you sign up for ACH and CC billing. Low balance is $10 x # of transponders and replenishment amount is $35 x # of transponders. No discounts in PA so no need to stick with a PA version if I'm saving on the fee already. It's used every day on 476 with no issues. https://www.ezpassva.com/Granted I haven't checked the T&Cs lately so I'm going on my past experience signing up over 3 years ago. Hopefully nothing has changed and you can take advantage of it. The last time I was in NY, I think I also got a discount at one of the tunnels or tolls. I can't remember where it was since I travel there so infrequently. |

My trip to NY cost me $40 in tolls, I have a DE EZPass so couldn't get the car pool discounts. I need to find the NY one from stores... Think some people do not have a fee if they are getting statements online or maybe grandfathered in from before there were fees. |
