They offered this about a year ago and they are offering it again.

3. Within Tmobile 3G range (At least one bar of 3g coverage)
4. Currently using a 3G phone

yes the renewal of the contract is a deal breaker for most, but if your planning on upgrading your phone in the future that doesn't really matter much.
i have one currently and it greatly improves signal in and around my house.

they want to make sure you have another way to call 911 in case of emergencies.

The difference there is when you upgrade your phone at least you get the subsidized pricing (saves $100-400 depending on the phone if you're on a classic plan). This signal booster isn't worth nearly that much, and all the new 4g phones have wifi calling (doesn't use your minutes) which is a much better option for those with reception issues.

Bottom line is if I'm going to renew my contract I either want to save a lot on my phone or save a lot on my plan. This does neither of those.

I called a few months ago asking about the signal booster and the rep offered me one for free, shipping included, 2 year contract extension. I kept pushing and I got it down to 1 year extension but I still passed on it.

When I got mine last year, there was no shipping charges, no contract extension, just free and it's been working perfectly. Full bars and faux-G in the basement where I used to get no signal.

I have a family plan. I upgraded my phone six months ago which renewed my contract. In 6 months my wife's phone will be eligible for upgrade which will also renew the contract. So me getting this now has no effect. I just wanted to clarify that this won't take away your phone upgrade advantage. So this is a FREE deal.
