Initially, I was inclined to agree with you. However, they only bust them after they push the button to actually blow something up.

The FBI uses tactics very similar to what those hoping to radicalize terrorists use. The only difference is, the FBI doesn't actually give them explosives that work. If the FBI says, "Hey, we have this plan and want you to carry it out," and the person accepts... all it would take is a legitimate person looking to cash in on those desires.

Granted, it's a gray area, but those people that clearly insist on following through with a terrorist attack of some sort being detained isn't something I'm gonna lose sleep over at night.

What the hell is going on with the classification levels in those documents?

You don't derivatively classify an unclassified document as confidential. That reeks.
