This isn't an unlocked phone, and AT&T doesn't unlock phones no matter what unless the CEO gets involved. Also, there is no room for Talking down the data plans even when your out of contract... These aren't European or Asian carriers.

If your iPhone is jailbroke try siritoggles in cydia. It will allow you to open apps with Siri, as well as enable/disable wifi/Bluetooth and so on.
