I guess you dont know what soffit is because to get a skilled tradesperson up there to do a better job than the guy who covered over the rusted out part with a board isnt cheap. Also i had alot of companies that wouldnt touch it because they didnt feel comfortable working with a blow torch that high up.. I know how much things cost its an old house to get things done properly doesnt come cheap. To get the tuckpointing done that needs doing will cost us more than that on a 3 story house.

Supposedly there isnt any. What used to be attic is a 3rd floor bedroom I use as an office.

rent a lift, for 12k somone will deliver one to you and probably even hang out with you for the day. I think you need to look into some more creative solutions, I stand by my 12k being way way to high, the height should not matter. Whenever I have talked with contractors they just scuffed and said its just a taller ladder not a big deal.

I realise its over 100 years old and i expect fixes to be expensive. I am guessing you have never had to price repairs like this. I wouldnt want to be 30ft up on a ladder trying to use a blow torch to weld metal together work. If it was wood then im sure i could get anyone up there who could use a hammer and a set of nails. All power to you if youd feel comfortable doing that.

I want the work done properly so its going to cost money. Im not a DIY person and unlike the previous owners would never attempt to duct tape fix issues, sometimes its better to have things done professionally. They did a lousy job spot tuckpointing but thats another issue.

I suggest calling around for a bucket truck, most contractors probably don't want to be bothered with it, but throw in another $500 and I'm sure more of them would bite and used a bucket truck before.

talk to a lawyer rather than this board. most lawyers will do a free consultation for cases like these, and he'll let you know how viable a suit is.

Well a lift or scaffolding will work fine you can rent a lift so whomever is going to do the work can just rent a lift or rent some scaffolding a lift will be easier if you can get the lift in. a 100 yr old house had lead paint unless every painted surface was stripped since for quite a few years virtually all paint had lead in it. Same for Asbestos in drywall, mastic, plaster and floor tiles.

Well actually soffit is just a bunch of pieces about 18 inches wide that are actually just slid into the other piece then nailed on. The nails are nailed into the facia board on the outter side of it, closest to you, and the back side, closest to the house, is usually free hanging in a piece of J channel. All you really have to do is climb up slide something behind the facia metal to access the nails, I like wooden shim, pull the nails and wiggle the old piece out. Then reverse this process. Slide your new piece in, which you should be able to get at a local hardware store for ~20. Nail it to the facia board, slide your shims out of the facia metal and slide down the ladder.

There should be no reason to use a blow torch, or welder of any sorts.

Could you rebuild it with other materials? Who says you have to use the same materials and techniques they did when the house was built?
