I moved into a new construction and it has SOD. The SOD was laid two years ago and when we moved into the house it was winter(November) so the grass had gone dormant. I put winterizer in early November.
Come this spring(April now) and the lawn is still yellow/dead like grass but the weeds(clovers and dandelions have sprung up fine) so I am worried that the grass may be dead. (Any tips or suggestions from PRO's?).
I am now at a point where I would like to re-seed the lawn(some suggest I do it now in spring and some suggest I do it in fall for better results)?
If anyone knows of a deal or find any in future for grass seed for North East area, let me know.
Your lawn is yellow / dead like grass means that there is not enough nitrogen. So you need put grass fertilizer once a month.
If you are looking for lawn seeds, there is a contractor grass seed bag at your local Home Depot or Lowes or Garden store. The types of seeds is depend on your area and how much sun/shade do you have and the types of grass you want.
For example, in California (hot and lack of water), I use Tall Fescue because it is water saver and grows well / popular in my area.
Also after you purchase grass seed, you need to buy top soil to cover the seed so the bird will not eat those seeds. And it takes about 2 weeks to a month to grow depends on weather. Also you need to water frequently after you sod seeds.

Before you do anything, treat the yard for the clover and dandelions. I recommend a spray, depending on the size of your yard. The spray will dry quicker and you can begin to work your yard after a week.
I would overseed in the spring and fall. Unfortunently, a good looking yard takes time. Keep up on regular treatments of fertilizer and and it will come around.
even the sprays say to wait 4 weeks.
did you ask for new sod? can you still tell its sod? curling edges, easy to pick up off ground in large sheets?
