I have both, and have played both extensively. The PC version is without a doubt the winner. The PC version should only be considered the same game when both discs are sealed in their packages. Once you install the PC version, update it, add visual mods, replace the cars with much higher quality models, add trainers to open infinite possibilities (no reloads, super jump, no dying, teleporting, spawning ANY object/model/car/item in the game on command, editing all car specs from speed to weight, etc etc etc) etc etc etc - the game becomes a million times better

EDIT: Just have to add, anyone interested in the PC version should look up some screenshots of the visual mods - the graphics are so-so with the game in stock form, but it's amazing how good the visuals get after some work (and with a work-horse PC to power them)
