Not necessarily true. While both coupons may state that "each item can only be discounted by one coupon", the check out systems -- both in-store and online -- generally allow a dollar off product specific coupon and a dollar off non-product specific coupon to stack.

The problem in-store is with the cashier. If the cashier reads the coupons' terms instead of just scan the coupons the cashier might decline the second coupon before the system gets a chance.
