If you read the rules you simply have to purchase a win 7 PC after April 2, resell it / keep it then you get win 8 to install on ANY PC that has a Vista or 7 COA (doesn't have to be the one you bought) for $15. How is this getting flamed?
You get windows 8 Pro which has a Hypervisor so you can migrate your existing win 7 to a Virtual PC hosted by Windows 8 and never use the Metro if you don't want. Which all of us likely will once the hardware comes out, gets cheaper etc.

Have to buy a Win 7 PC. Doesn't imply you can upgrade an old computer currently running Win 7.

If the new interface is still imposed on the user as it currently is in the developer preview then most people would be very wise to avoid Windows 6.2 - err, I mean the operating system marketed by the name "Windows 8". Luckily windows 7/8 were not new platforms, they were simply Vista with added features on the surface and some mild changes and updates "under the hood". Vista just got an upgrade to it's lifecycle so luckily any of the Windows 6.x platform OSes will be updated for years to come. (Previously, consumer versions of Vista were to be unsupported as of mid-2012 but business editions were good for 5 more years... well, they changed and now any of the Vista editions will receive security updates and such until I believe 2017)
