ELM327 is the latest PC-based scan tool. It supports all OBD-II protocols and is dispatched with a number of compatible programs. The processor is an ELM327. The output protocol (connection to laptop) is USB.
OBD-II Software for ELM327 is a free program that allows you to use your PC and a hardware interface to get the information from your car's computer.
The program is very user-friendly, and easy to learn. It is also very easy to install:
simply extract the files into a folder on your computer's hard drive, and you're ready to go. To uninstall the program, simply delete the entire contents of the folder where the program resides.

Torque Pro.

I bought the bluetooth version and it's fantastic. The only problem is getting your phone to sync with the bluetooth for the first time. You gotta try multiple times but once you've got it connected, it'll automatically find it next time.

As for what program you can use on your laptop..who knows. I would have ditched the wired setup if I had to use a laptop.

depends on what you are doing. some of the pc software out there have features that are much more powerful and configurable than Torque. but fwiw the bluetooth models can be used with a PC as well. Id go bluetooth, especially since they are actually cheaper than this one.
