Make sure you are logged into your United account. To be eligible for the up to 65K offer you must have some miles in your united account. If you don't, you can easily use the MileageStore or whatever it's called and make a purchase through a store like target and earn some miles. I applied with only like 50 miles and got accepted.

If you can get the 65K offer to show up you *should* be able to get this offer to show up as well. Offers a $50 statement credit on first purchase.
