Best sound bar, speaker system on budget

Thank you all in advance.

What is the best sound bar , speaker system that I can get for less than $100 and also around $100-$200.

This is for a small sized living room TV (15 feet by 15 feet room) and to be paired with a BlueRay player (the sound system should be able to play both the sources). I would love to have some sort of surround sound capability.

What do you guys recommend?

First of all, a Blu-Ray player is likely connected through HDMI to the TV, correct? Therefore, the soundbar should just be plugged in with red/white RCA cables to the stereo out of the TV. All sources are therefore covered.

Second, there are a ton. I like Philips, Coby, etc. along with the "good" brands like Yamaha, Sony, Samsung, etc. Best Buy has a $100 Coby and Samsung on their outlet center:

Also shop the other great electronics stores like JR, B&H, newegg, Dell, etc. See what's on sale in your price range.

Is this why i am not getting surround sound when going from the computer to the receiver? I am using a HDMI wire. I should be using red/white RCA cables?

HDMI is digital, and it carries full surround sound, plus HD video all in one cable. A sound bar is not surround sound, so it doesn't need HDMI. How could it be surround sound, when it's literally just a bar that sits in front of you? Red/white RCA cables carry simple stereo sound, which is all a sound bar needs. You are correct in using HDMI to get surround sound from your computer. Honestly, everyone is so obsessed with surround sound, but I'd rather have a solid 2.0 or 2.1 setup than a dinky surround setup.

Is your computer a laptop or a desktop? If it's a laptop, then the HDMI probably carries audio. If you have a desktop with a graphics card that has HDMI ports, then there's a decent chance that your HDMI port isn't carrying an audio signal. You are probably not getting surround sound from your computer to the receiver because the HDMI port is likely only for your graphics, and in that case it is carrying only video, not audio. If you aren't getting any audio, then that's the problem. Otherwise, if you are getting audio, but it isn't in surround, then either your source material isn't in surround, you have some settings messed up on your receiver, or your receiver is crappy and not decoding the surround sound well. For example, if you have a Dell laptop, look at what you have to do to get surround sound:

If you aren't getting any sound from your HDMI connection:
To get surround sound from your computer to your receiver, you need to buy yourself a sound card with 5.1 output. If you have a laptop, then they make USB ones like this:
