First off, is Romney alone in that belief? Secondly, to answer the question posed in your title, I would say if God exists, he would have to be an alien since I have seen no scripture, writings etc depicting him as a human being who became endowed with super powers. He is always depicted as a supernatural being and thus to us, would be considered an alien.

Mitt Romney absolutely believes that God is a man from planet Kolob. Romney believes that God traveled to Earth and had sex with virgin Mary. Romney also believes that God is the father of Satan, and that Jesus and Satan are brothers. Not metaphorically, but they are actual brothers. Mitt Romney doesn't merely believe these things, he preaches and teaches them, for he is an elder and a leader of his church, and he pays his 15% tithe. Mormons are free to believe whatever they want, but certainly if the bizarre statements of Jeremiah Wright were somehow relevant to the Obama candidacy, then surely that stated core values of Romney's religious teachings are relevant.
