Utter nonsense that the cost of blatant idiocy of a few (those that build homes in areas with chronic flooding, or that are at or below sea level) is spread for everyone to share. That's the equivalent of building directly on a fault line that throws a tremor every couple years and expecting the government to bail you out of your stupidity.

Because there's a provision in the constitution that provides a vehicle for undoing all laws (good and bad) but would not allow undoing only bad laws?
