Yes.

Every business, even overpriced Kohl's, has the right to operate in a profitable way. Kohl's is a business, not a charity. If you are purchasing an item you know you will not keep just to get free shipping, then that is just dishonest and you are basically stealing from the company. You know they will lose money if they ship you a $2.50 item for free. (Plus, this is a charity item from the Kohl's cares line, so basically you'll go to hell or accrue bad Karma or something if you steal from them over a charity item.) If everyone does this then Kohl's will go out of business and then who will you buy from?

It would have been for me as well if I only needed one. I'm using them for birthday party favors so I was easily able to get to the $75 free shipping. With the holiday coming, we could very well see free shipping for lesser amounts.
