Forums pulldown not appearing, contest entry not working

I searched for these issues, but did not find them. I recently upgraded my computer, and since have not been able to enter the "Today's giveaway prize." Also, when I would hover my cursor over the forums tab, it would generate a pulldown of the forums; no more.

Lastly, I noticed previously that I wasn't getting bonus entries in the giveaway for time logged in. I run CCleaner daily. Is there a cookie I need to exclude from the cleaning?

I am sure it is a setting that I have in error. Could you direct me to what I need to do to correct this? Thank you.

System info - Windows 7 premium, IE 9, cable internet, 560Ti video card.

I also see a blue hash circle in some picture fields (no photo displayed) on other sites. All windows updates applied, flash player re-installed.

ETA: contest entry now working, did a windows update, maybe that was part of it? Also, pull down is active. Thank you for offering this forum.

More than likely it was just some bad code that broke the javascript on those pages.
