Many would argue that it is better than V though.

For strategy games in particular, I think there comes a point that age does not matter, it's the complexity & cohesion of the playing experience, and maturity of the AI. Frankly, CivV is still way behind IV at this point, even with the latest expansion (I'm told; I've shelved V, and am not trying it a gain til I hear they finally have everything working & gameplay in balance on it).

But on the other hand, Civ IV GOTY/Complete has been cheaper than this over the years, so it's probably a lukewarm deal given its age & availability, yes.
