Just chatted with Sears CS. The price was coming up as 17.99 near me. the rep told me the correct price is 3.99 and send me the link to checkout for 10 at that price! YMMV =D

The $1.99 Daily Plan allows you to receive Unlimited Calling to anyone at anytime. The $1.99 is only charged on the days you use the phone. Text, Picture, and Video messages are $0.02 each.

The $0.99 Daily Plan allows you to have Unlimited Calling to other Verizon Wireless customers. All other calls are charged $0.10 per minute. The $0.99 is only charged on the days you use the phone. Text, Picture, and Video messages are $0.10 each.

The Basic Prepay plan is $0.25 per minute and message, and does not have a daily fee.

If you do add extra money to your account, be aware of expiration dates:
Crys: Pay $15 - $29.99 and use it for 30 days
Pay $30 - $74.99 and use it for 60 days
Pay $75 - $99.99 and use it for 90 days

Hmm. Does the phone have to be activated to dial 911?
In an emergency situation you wouldn't want to have to call Verizon first and wait for activation...
If you did have to activate it seems you would have to add a balance every 30 days since the credit would expire ...

Your money expires based on the schedule previously listed. If I understood the Verizon person correctly it will cost you a minimum of $100 per year to keep it active.
