If did no gaming and only used this for Photoshop, would it be powerful enough?

I was torn between these two and went with the one from the link I posted, not enough details on the op link vs this one,. Although I do feel these are really the same, I didn't want to chance not having turbo and 3.0 USB' overall these are fantastic. Add 8g of ram and enjoy.

I have this same configuration in a Gateway NV75S26U 17.3" laptop and its not just good but absolutely terrific. And it is powerful enough to play some pretty intense games. You will not go wrong with this configuration. And it will surprise you how well it can play games with the setting adjusted depending on the game. As an example, playing burnout paradise required no adjustment whatsoever. Playing MW3 I had to downscale the settings some but it was playable. My point here is that its quite powerful with graphics and it would easily fit your needs and them some. The confiuration was even identified as budget gaming computer by one review site.

Don't they both have turbo boost since it is the same processor?

Is there any better option for a super cheap laptop that will play modern games at low to mid settings? I'm specifically talking about MW3 and Black Ops. I've seen videos posted on youtube like these:

For Photoshop especially if you edit multi-layed high resolution images, memory is the most important. Unless you work a huge or multiple images at the same time, 4GB of memory is decent. Remember when running 64-bit Windows 7, the OS takes up more memory to run.

With integrated video, you get about 3.5GB of memory free for the 64-bit OS and everything else. If you run 32-bit Windows, you get about 3GB memory free because the video takes about 0.5GB and another 0.5GB is not accessible.

As for turbo speed to 2.4GHz, it does it for a second or so when really needed. It stays at 1.5GHz at normal speed. I have a different laptop using the same processor. It's very difficult to push the processor to run at 2.4GHz for more than a second.

With this AMD A6 3420M, it's best if you have apps that are well designed for multi processors.
