You would take it to the post office and ship it back, and would have to pay the postage. If you mark it refused, under postal regulations you are saying it was not ordered. Even if you did that, TD would likely charge you for the return shipping and potentially the entire price.
Do you know this from experience? From what I read on the forums, that is what other people say TD told them to do.
