it does boot off USB. You can set up an internal usb stick.
There are 2 free USB motherboard headers and all you need is a $4 internal USB dongle to hide the usb stick inside the case.

get a low profile eSATA bracket at Amazon
install WHS 2011

Any recommendation for 4GB ECC RAM?

The dongle plugs right on the motherboard. you then secure it inside. you can zip-tie to a sata cable.

The box also has front and rear usb.

No. I boot headless with no keyboard/monitor. I have no bios prompts or anything like that.
