Yes, the statement credit of $100.00 is applicable for any purchase made within the first 92 days of your Cardmembership. It is not necessary to be a Delta flight purchase.

I am planning to get a one way ticket, and it cost 98.20$ and wonder i have to spend $100 or more to qualified the $100 statement credit.

Is there any time limit for the first Delta purchase?

i have 110k delta miles accumulated over the years and they're almost impossible to use. There's never any low level award that actually stays true the award chart. It's always requires 50% more miles than what the award chart says.

Delta CS is the worst when it comes to award booking. They'll NEVER be able to find any partner availability. The site is glitchy and never works. Basically you'll have to call in to check availability on a lot of partners, and even when you found that partners actually have availability using KVS or EF, Delta CS won't see them and so they can't book for you. There are a few things you can do but you'll require a great deal of effort from the Delta CS, which most of times won't happen, and even then a lot of luck to be able to use Delta miles.

Anyone know if a ticket purchase through one of their Skymiles Partners would qualify for the $100 credit?

I've never used Skymiles before, but I found plenty of nonstop flights from Atlanta to London for 60k miles. Seems like a good deal to me considering if I chose the "Pay with Miles" option, that would only cover $600 of the flight.

Worst case, your 70k miles can get you $700 worth of flights.

Have anyone purchased delta miles and get 100$ statement credit?
