It will show up when you go to the checkout page where the page will show different shipping options. The final option will show as "free shipping, shop runner, sign in..."

You are probably missing the 15% discount. Close the window after adding the items to your cart. Then go to the 15% off link and click shop now and then proceed to check out. Should work.
