Because when the law itself is immoral (in this case because it is not sincere and a major culprit, that is employers, are not sanctioned). good and moral people would not honor such laws and perhaps would engage in civil disobedience.

Here, I have no problem calling say British citizens, or Canadian ones who come here and overstay their visa and try to circumvent our immigration laws as illegal aliens.

The laws should be written more closely according to their severity.

Your analogy fails.

The term "illegal drivers" isn't commonly used because there are a number of usual reasons why someone could be an illegal driver, and a number of punishments and penalties for them. Therefore the descriptive terms "drunk driver", "reckless driver", "speeding driver", "unlicensed driver", etc., are more accurately used.

An alien, in this country illegally, is pretty cut and dry, hence the common and descriptive term, "Illegal alien".
