We need to give exemptions to allow healthier kids to get more food.

Calorie<>calorie, sorry. This is the fundamental misunderstanding here. Someone determined that 850 cals was the proper amount of CALORIES for a HS student to eat. Coupled with the misdirected notion that fat and protein are bad (that is, fat and protein usually go together, and non-fat sources of protein are usually laden with sugar (e.g. PB)), diets are now supposed to consist mostly of fruits and vegetables. By themselves these aren't bad but carbs do not satisfy hunger for long. Thus, 850 cals of carbs only "last" a few hours (after which you have an energy lull and are hungry again) whereas 850 cals of fat & protein (or at least a diet heavily weighted for F&P) will keep you sated for much longer.

This is one of the major unintended consequences of a carb-centric diet - what good is eating X calories of something only to be battling hunger all day (and likely giving into that hunger, thereby eating MORE carbs)?

That is not really enough food for active teens. When I was in high school, I was eating around 5500 calories per day (four or five practices a week, plus a game or weekend tournament, plus three weightlifting sessions per week, plus morning runs during wrestling season).

How many calories do you believe the school should serve in a single meal designed not *just* for the "active" teens, but the not-so-active ones as well?

I asked a couple people out of curiosity how it worked in public schools. Apparently they had like a snack area, where you could by donuts or candy etc.. etc.. Now I'm curious whether these areas still exist in H.S.?
