Phase change liquid cooling, adding a compressor to your cooler(essentially the same thing), and using a chilled liquid(preferably in a dedicated open loop). The fist two options can keep your cpu at under ambient but are very impractical for everyone but the most extreme enthusiasts. The third option will only achieve below ambient until the coolant heats up. At that point you would simply need to replace or cool the coolant again. You also have to constantly monitor for condensation so they can be fairly risky. I remember reading an interesting article or post about someone who has done the third option with great success for very little money overall sometime earlier this year. I think it was on Overclocker's but may have been on Tom'sHardware. I will see if I can find it. That's what I have done to get those readings on my Antec(chilled it). I have only done it a couple of times and it only works for a few minutes. You have to be careful too not to go too far otherwise you will freeze the water and can't get any flow whatsoever.
