I have used a 200Mbps powerline kit across an apartment building built in the 50s. It all depends on the wiring. Some outlets were better than others and some would not communicate at all. I currently have the kit connected from a main house to a guest house. The signal travels out the breaker onto the powerline and then though the breaker on the guest house! You could theoretically network with your neighbors as long as the signal does not hit a transformer.
