I'm not sure. I assume it is nationwide, but the whole eastern time kind of threw me off a bit.

Maybe you can contact the store in your area to see if they are doing this and verify the time.

Called my local Toys R Us and they stated that this Monster Fighter Pack on bricktober would only be offered as a freebie to kids whose parents also purchase a regular LEGO item.
