I went and made a $25 purchase (after tax) at a Home Depot that was NOT on the list when I added the coupon. No problem using Paypal and the $15 coupon was deducted in my Paypal statement - received an e-mail & text.
I finally used this "coupon" today but I have to say, setting my account for in-store purchases was a serious PITA.
First off, I would have never even known my account needed to be set up for this if it weren't for you guys here (No mention of this from Paypal ANYWHERE. What a way to promote a service lol). Thanks guys!
Next it was, at least for me, damn near impossible to even find out where to do this on my Paypal account page (This may be accounted to ignorance or oversight on my part but still, it shouldn't be this freaking hard to find). I finally had to hit up google for the link.
After that, and thinking I'm in the clear, I enter my info and go through the various steps only to come upon the final step that asks me to click in a checkbox saying that I have accepted the T&C. Cool, only problem is that check box IS NOT THERE. After several re-attempts, and severe aggravation, I get an email stating that my account has been activated for in-store purchases (despite me never finding that damn checkbox).
I honestly don't think Paypal was trying to promote a service as much as give me a test of patience, and I almost failed, but I was able to pick up 2 clearanced 100' water hoses with lifetime warranties for $12.8x total thanks to this promo, which will make cleaning the gutters this weekend much, much easier, so I guess it wasn't a total loss. Although, Seriously, Paypal really needs to get their act together.

Thank you to everyone who explained this promotion. IMO, it was very confusing!
I went through the steps to sign up for Paypal mobile. I went to Home Depot today to purchase Tide. On the screen where you would normally swipe your credit/debit card, there's a blue Pay with Paypal icon. Touch that and the instructions will appear. You then enter your mobile phone number registered with Paypal and your pin number. I received the receipt and a text immediately. My grand total was .32 for the Tide after the $15 coupon. It was VERY easy, ONLY because it was explained here.
For those of you wondering how to spend the money, my HD has:
a great selection of cleaning supplies
cases of bottled water
I just tried to use this at Home Depot- used my linked cell number and pin, and it said "payment unauthorized, use another form of payment" ! Got home, checked linked mobile at Paypal, all looks fine. Home Depot credit is there on my paypal account for $15....
When shopping at Target, remember, you ARE the TARGET! "Customer service- what's that?"
I just went and purchased something that is over $20 and only the $15 coupon was used. I still have the $10 sitting in my account. I used the self checkout and entered the phone number and pin that I had set up.
Looks like all someone need is your phone number and pin number at self checkout to order stuff. The phone number show on the screen so people stand behind you can easily see your phone number on screen. They only hide the pin number on screen but still need to be careful when type your PIN number and don't let anyone see it.
